What is Open Enrollment?
What if my student is currently attending a school on a Change of School Assignment (COSA)? Do I need to apply for Open Enrollment for that school?

What is the expectation of a student once the student accepts a seat through the Open Enrollment process?
- Once the student is enrolled through Open Enrollment, the school becomes the student’s home school of record and the student must remain at the school for one school year. If selected and accepted, the student will be enrolled full-time at the school of acceptance and is expected to remain in the school for the entire academic year.
- Once a student is enrolled through Open Enrollment, the student does not need to reapply each year unless the student decides to apply for another school with available space.
- Families must carefully read the Agreement of Understanding prior to finalizing the application.
How are students assigned to a school in the Clark County School District (CCSD)?
What if a student is currently in Grades 5 or 8 during the 2025–2026 school year and the student is currently attending a school under a Change of School Assignment (COSA)?
How and when does a parent/guardian apply for Open Enrollment?
The District will annually post a list of schools with available space at CCSD.net under School Choice. Families may apply through an online application process to a school with available space within the Open Enrollment process. If there are more applications than available space, the District will conduct a computerized, random lottery for student selection. Priority will be given to students in accordance with Nevada State law and the District’s established processes.
The Open Enrollment process will begin in Late Fall 2025, and conclude on the second Tuesday in January 2026, for on time applications for the upcoming 2026–2027 school year. Parents/Guardians can access the online application through CCSD.net under School Choice “Open Enrollment”. If a student does not enroll in the new assigned school by the specified deadline, the Open Enrollment will be revoked and the student will attend his/her assigned zoned school.
How is the list of eligible schools in which families may apply determined?
The list of eligible schools is identified in collaboration with the Comprehensive Planning Department. Multiple factors are considered, including a school’s available capacity and enrollment, projected future enrollment, and current building utilization. Please note that no Open Enrollment request will be accepted for any magnet school program.
When will parents/guardians receive notification of the outcome of the Open Enrollment application process?
The District shall notify parents/guardians via written notice whether requests have been granted or denied prior to Spring Break. Parents/Guardians must respond through the mechanism provided by the District by the specified date after notification that they are accepting the Open Enrollment. If the request is not granted, a parent/guardian may request another school with available space through the Open Enrollment process during the late application process or apply to available magnet schools.
During the late application process conducted by August of each school year, the District shall notify parents/guardians via written notice whether requests have been granted or denied. Parents/Guardians must respond through the mechanism provided by the District by the specified date after notification that they are accepting the Open Enrollment.
Will transportation be provided for students who are selected for Open Enrollment?
Is there an appeal process if I changed my mind or if the seat was auto-declined for Open Enrollment?
If the seat was auto-declined, due to the parent/guardian not accepting the seat by the specified deadline, the parent may appeal to see if a seat at the school is still available. If a seat exists, the appeal will be granted. If a seat no longer exists, the student will remain in a pool of available applicants. Additionally, if a parent/guardian previously accepted another CCSD choice school option, and they would like to change their mind, they may appeal to see if the seat at the offered school is still available. If a seat exists, the appeal will be granted. If a seat no longer exists, the student will remain in a pool of available applicants. Appeals are only accepted within the application timelines.
Is there an appeal process if a student is not selected for Open Enrollment?
Applications are approved based solely on space availability. If a school is at capacity, the student will be denied Open Enrollment through the lottery process. However, the student will remain in a pool of available applicants. If your application is not acted upon, you may submit an appeal to the Superintendent. The Superintendent will review the request based on space only. The decision is final. Families are encouraged to explore other schools with available seats, as listed on the district’s School Choice website.
What if the school a parent/guardian wants to submit an application for Open Enrollment is not on the list of available schools?
If the school a parent/guardian wants to submit an application for Open Enrollment is not on the list, the school does not have available space to be in the application process for Open Enrollment.
If a parent/guardian is an employee in the District and works at the school that is age appropriate for his/her student, will the student be able to attend the school the District employee works at full-time? (Employees that are Substitutes on Special Assignment (SOSA) and long-term substitute employees are included in this provision.)
A student of a District employee may attend the school where the employee is employed full-time regardless of space available, as long as the employee provides verified proof of the parental rights or legal guardianship of the student and completes an Open Enrollment application to verify the request. Nevada’s Administrative Code (NAC) guidelines 388.150 must be followed when Case Management, Student Services Division, places students in self-contained programs.
If a parent/guardian is a non-school based District employee, will the parent/guardian be able to apply at a school that is within a convenient proximity to his/her place of District employment?
Yes, only if the school is on the eligible Open Enrollment list.
Do siblings remain together when they apply for Open Enrollment to the same school?
A student applying for Open Enrollment will receive a sibling preference in the lottery process if the sibling is already enrolled and attending the school to which the student applies. Siblings must be concurrently enrolled at the school for the upcoming school year for the sibling preference in the lottery to be applicable. Preferences are only applied to a student’s first choice on time application.
For purposes of sibling preference, a sibling is defined as a brother, sister, stepbrother, or stepsister living in the same household. In the case of foster children, this sibling preference applies to related siblings within the household. In a group home situation, only those students selected through the lottery and their related siblings, if they have applied, will be included in the sibling preference.
What if a student is not selected to attend the school of choice through the Open Enrollment application process?
The student may remain in a pool of available applicants until if/when they are selected. The parent/guardian may apply to another school with available space until day ten of the upcoming school year through a late application process. Parents/Guardians may also apply to another school choice option through Open Enrollment.
What if a family has faced a life-changing or catastrophic situation that requires consideration for Open Enrollment?
The Administrative School Assignment will be considered by the central services office designated by the Superintendent of Schools. Administrative School Assignments processed by the Open Enrollment Department will be considered throughout the school year and must include written justification regarding life changing or catastrophic conditions.
Are residential affidavits still applicable?

What if a student is currently attending a school under a Change of School Assignment (COSA) and the student has or had established athletic eligibility?
How will a student’s athletic eligibility be affected if they apply for Open Enrollment and are selected?
Students in grades 6–12 will be eligible for interscholastic athletics during the first 180 school days of a Change of School Assignment or Open Enrollment and will retain eligibility through the remainder of the time that they are enrolled on the same COSA or Open Enrollment.
How will a student’s athletic eligibility be affected if they choose to return to the assigned zoned school after attending on a Change of School Assignment (COSA) or Open Enrollment?
Students who do not exercise the option to continue attending a school within COSA, Open Enrollment, or Administrative School Assignment options will follow all NIAA regulations, as they pertain to transferring to another school after being issued a variance in the zone of attendance. Such transfers result in being declared ‘ineligible’ at their residential zoned school for 180 school days. All inquiries should be directed to the school’s athletic administrator.
How do I apply for a Pre-K program and why is it not included on the COSA application?
The Early Childhood Department will manage interest and student placement for all general education Pre-Kindergarten (Pre-K) students in the Clark County School District. The Open Enrollment process is reserved for students in Kindergarten–Grade 12. To express interest and have your student placed on the interest and/or waitlist for a Pre-K program, parents/guardians may complete the District’s Pre-Kindergarten Interest Form.
What if I move during the school year? Will my child be allowed to remain at the school until the end of the school year?
Should your family move throughout the school year, and your child is enrolled with Open Enrollment, your child will be able to complete the remainder of the school year at the school. At the end of the school year, you may enroll your child at the school in which you are zoned.
What if I want to complete an application to a magnet program and Open Enrollment? Do they conflict?
You are able to apply to a magnet program as well as Open Enrollment. The application and selection timelines run at the same time so that families can have the ability to apply for multiple options within CCSD.
