Open Enrollment: Supporting Family Choice in CCSD
The Change of School Assignment (COSA) process has long provided families with the ability to apply to attend a school outside their zoned campus. Beginning in the 2026–2027 school year, COSA will be rebranded as Open Enrollment to make the process more intuitive and family-friendly. This shift reflects CCSD’s ongoing commitment to providing families with clear and accessible school choice options.
New Name, Amplified Purpose
COSA will officially be called Open Enrollment starting with the 2026–2027 school year. The new name better reflects what the process offers: the ability for families to find the school that best fits their child’s needs, goals, and interests.
How Legislation Shaped Changes
During the 2025 legislative session, state lawmakers passed Assembly Bill 533, which formally established Open Enrollment across Nevada. Much of this legislation was modeled after CCSD’s previous COSA policy. These bills recognize the importance of giving families more voice and flexibility in choosing the school that best supports their student’s success.
Why It Matters
Families deserve school options that reflect their child’s strengths, aspirations, and needs. Open Enrollment is one of several ways CCSD is making sure students can access high-quality programs that match their goals. This initiative is about expanding opportunity, increasing access, and ensuring every family has the tools to find their best-fit school.
